This problem can usually be fixed with a few easy steps.
Go to http://www.microsoft.com/downloads/en/details.aspx?FamilyId=3D333325FD-AE52-4E35-B531-508D977D32A6&displaylang=3Den and download the framepack
Install the framepack on the computer
After the installation succeeds, reboot the computer
After Windows boots back up and you sign back in, try to run Updates manually
Depending on how long ago Windows Update has been broken on the system there could be a considerable amount of updates that will be performed. This may include a few reboots as well so it is probably best you start the updates and let your computer finish installing everything before you attempt to use the computer.
After all the available updates are installed go ahead and reboot thecomputer unless it asked you to reboot already. The Windows Update icon should disappear letting you know the computer is up to date.
