It may depend on what provider you are using but generally your phone leases an IP address for a specific period of time before it renews itself with a new IP address. As far as I have experienced, phones do not have a permanent IP address built in to them. That’s not to say it’s not possible but the idea of a permanent IP address on a phone seems very unlikely.
One thing you could try is going to http://www.whatismyip.com on your phone to record your current IP address. Check back in a couple hours or so (or wait until the next day) to see if the IP has changed.
