When it comes to buying an inverter most companies will demand the part number which is usually printed on a bar code on the outside of the inverter but sometimes you may need to look carefully to find it. If your lucky then you may get away with just stating what your laptop make and model is, for example ‘I have an IBM Thinkpad T22 and I need an inverter’, we try our hardest to locate the inverter with just these details, however sometimes you will need to provide the part number; here is an example of a part number from the inverter for an IBM Thinkpad T22, (10L1402). This inverter is also harmonious with the IBM T21, and T20 all three laptops as a whole are basically the comparable apart from the processor.

The first thing you should always try to do in situations where the display isn’t working properly is hookup an external monitor if you have one laying around somewhere. If you have a monitor readily available, plug it into the laptop and get it to output the display to the external monitor (sometimes there’s a special key combination you have to press to change the output settings and on Dells it is typically FN+F8).
If the display works properly on the external display but not the LCD on your laptop it helps pinpoint the problem. Typically with the symptoms you are describing the problem isn’t with the LCD portion of the screen but actually the inverter board in back. The inverter board is in charge of the display and is more often than not forgotten about when display settings are occurring. Most people are too quick to say the LCD is bad or damaged when that may not be the case at all. In my experience inverter boards are far more likely to go bad than the LCD itself unless there was physical damage done to the computer (such as dropping it).
If the LCD display sometimes works and sometimes doesn’t it is usually the inverter board. When an LCD goes bad it typically stays damaged which makes me want to rule that out when you mentioned the bottom portion of the display works sometimes.
On Dell systems (specifically the E series) you need to remove the LCD bezel (the plastic piece on the front of the LCD). You do this by carefully pulling outwards on all four sides and corners of the bezel. On the bottom there will be a small card that has a wire connected to it. The card will be screwed down with just a couple of screws and it should be easy to remove it. Try to reseat the cable connected to the inverter board and see if that fixes the problem (sometimes cables just get loose). Otherwise remove it and replace it with another inverter board that you’ll have to purchase from Dell.
If, however, the problem really is with the LCD you’ll have to order an “LCD kit” from Dell. They aren’t necessarily all that cheap but it comes with the LCD panel, the front bezel panel and the other required hardware to install it.
