Please go to https://security.live.com/acsr.aspx and carefully fill out the forms with as much information as possible. Once filled out, your request gets forwarded to an account manager who will look over your information and see if you can prove it was your account.
Luckily in your case the attempt to steal money schemes are pretty common so once they see that coming from the account they’ll likely come to a quick decision and give you ownership of the account back.
On another note your account wasn’t hacked. No one hacks into MSN to get people’s accounts. Your computer must have contracted maleware at one point which allowed a bot to record your login information. Because of this you best scan your system with a DIFFERENT virus/maleware scanner (such as http://free.avg.com) and clean your system.
Once your system is cleaned you should go through everything you signed into recently and change all your passwords. If they have your MSN password you never know what else they have.
