How do you pass a URL as a paramater to internet explorer?

I want to run IE from a command prompt. Is there a way to pass a URL to Internet Explorer so it opens the URL by default?

What slot is this?

So in my laptop are these slots. 1 is used by the speakers and the other is free. What are they? It is an Asus 7551g.
